Two-person rule. Mint and recall need two approvals from two different invite holders: one holder proposes, a second holder approves with their own invite code within 24 hours. Two sessions on the same invite code do not count as two. The server then signs with 2 of the 3 issuer signers. Send, freeze, unfreeze and burn need one session; send and burn together are capped per tenant per UTC day.
